Quick Answer
An open university in India teaches only through distance or online mode and has no regular campus programmes. IGNOU, set up by an Act of Parliament in 1985, and state open universities such as KSOU, YCMOU and BRAOU offer low-fee MBAs. An online MBA from a private or deemed university costs more but usually adds live classes. Both are valid when the programme is listed for your session.
Key Highlights
- An MBA from open university sources in India comes from a specific institution type: UGC’s 2020 regulations define an open university as one that teaches only through distance or online mode, with no provision for conventional classroom degrees.
- IGNOU runs its MBA in two separate modes: an ODL MBA in English and Hindi, and an online MBA (MBAOL) in English, both listed at ₹16,000 per semester for semesters 1, 2 and 4 and ₹18,000 for semester 3, as checked on 3 November 2026.
- In NIRF 2025’s Open University category, IGNOU ranks first, Karnataka State Open University second and U.P. Rajarshi Tandon Open University third.
- On the 2026-27 UGC-DEB lists for online programmes, KSOU and Pt. Sundarlal Sharma (Open) University appear as entitled with an MBA, while YCMOU and Dr. B.R. Ambedkar Open University appear as recognised with an MBA.
- State open universities run their distance programmes only within their own state under the 2020 regulations; IGNOU, a central university, follows the territory set by its own Act.
What is an open university in India?
An open university is a university that teaches only through Open and Distance Learning (ODL) mode, online mode, or both, and has no provision in its founding law for regular classroom degrees. That is the legal definition, not a description of style, and it is what separates an open university from a regular university that also runs distance or online programmes.
The definition sits in Regulation 2(w) of the UGC ODL and online regulations of 2020. It describes an open university as a higher education institution that “imparts education only through Open and Distance learning mode and/or Online mode” using print, electronic and online media, and which does not have “any provision for offering higher education in conventional mode” in its Act or other statutory documents.
The same regulations use a second term, the dual mode university. That is a university, such as a state, private or deemed university, which teaches on campus and also offers ODL or online programmes through a separate centre. Most online MBAs you see advertised by private universities come from dual mode universities.
So when you compare an MBA from an open university with an online MBA from a private or deemed university, you are comparing two kinds of institution, not just two ways of teaching. That difference affects how the university is structured, where it can admit students, and how the UGC checks it.
Open universities you will come across
India has one national open university and a number of state open universities. These are the ones that come up most often for an MBA, described only from their own official pages and UGC or NIRF documents:
| University | How it was set up | What official documents show |
|---|---|---|
| Indira Gandhi National Open University (IGNOU), New Delhi | Act of Parliament, 1985 (Act No. 50 of 1985) | ODL MBA and a separate online MBA; NIRF 2025 Open University rank 1 |
| Karnataka State Open University (KSOU), Mysuru | State open university | Entitled for an online MBA on the 2026-27 UGC-DEB list; NIRF 2025 Open University rank 2 |
| Yashwantrao Chavan Maharashtra Open University (YCMOU), Nashik | State open university | Recognised for an online MBA on the 2026-27 UGC-DEB list |
| Dr. B.R. Ambedkar Open University (BRAOU), Hyderabad | APOU Act 1982 of the Andhra Pradesh legislature; renamed in 1991 | Recognised for an online MBA (General) on the 2026-27 UGC-DEB list |
| Netaji Subhas Open University (NSOU), Kolkata | West Bengal Act XIX of 1997 | NIRF 2024 Open University rank 2 |
| Dr. Babasaheb Ambedkar Open University (BAOU), Ahmedabad | State open university | Entitled for 10 online programmes in 2026-27, none of them an MBA; NIRF 2024 Open University rank 3 |
BRAOU’s founding details come from the BRAOU official website, and NSOU’s from its NSOU history page. Note that there are two “Ambedkar Open Universities”: Dr. B.R. Ambedkar Open University in Telangana and Dr. Babasaheb Ambedkar Open University in Gujarat. They are different institutions with different listings, so always check the full name.
One more point of confusion. Search results for “open university MBA” often show The Open University in the United Kingdom, which is a separate British institution. This article is about Indian open universities and Indian degrees only.
How do the UGC 2020 regulations treat open universities?
The UGC regulates open universities under the same 2020 regulations as every other university offering ODL or online programmes, but several clauses apply to them differently. Here are the ones that matter for an MBA, read from the gazette text.
NAAC accreditation for open universities
Open universities have their own NAAC conditions. Regulation 3 sets NAAC scores and NIRF ranks as the eligibility bar for most universities. For open universities that the UGC already recognised for 2019-2020, the regulations say the NAAC condition did not apply straight away, but they had to submit an affidavit that they “shall obtain NAAC accreditation prior to the completion of the current recognition period”, failing which the UGC would not grant further recognition.
Open universities that were not recognised under the earlier 2017 regulations must obtain NAAC accreditation “within one year of their becoming eligible” for it. Regulation 19(1) repeats the point: “Open Universities shall obtain accreditation as stipulated under regulation 3.” There is a matching proviso for online mode, so an open university’s online programmes also depend on it getting NAAC accreditation in time.
What this means for you: an open university’s NAAC status is not a formality. Ask for the current grade and its validity period, and attribute it to the university’s own published document.
The “one batch passed” rule does not apply
A regular university can offer a degree in ODL mode only if it already runs that degree on campus and at least one batch has passed out. The regulations then add: “Provided that this sub-clause shall not be applicable to Open Universities.” The logic is simple. An open university has no campus programmes, so it designs its programmes for distance learners from the start.
Structure: Schools of Studies and a Centre for Online Education
Regulation 8 requires an open university to have designated Schools of Studies to design and develop ODL programmes, and a designated Centre for Online Education for its online programmes. A dual mode university instead runs a Centre for Distance and Online Education. IGNOU’s MBA, for example, is run by its School of Management Studies.
Credits and duration
Under Regulation 13, an open university’s ODL programmes must keep the same total credits and minimum duration as the corresponding programmes of central and state universities, and its online programmes must match its own ODL versions. For an MBA, the UGC’s 2014 Specification of Degrees sets a minimum of two years, and the 2020 regulations allow up to double the minimum to finish.
Territory: where the university can teach
This is the rule that most affects state open universities. Under Annexure III of the regulations, a university set up under a State Act runs ODL programmes “only within the territorial jurisdiction allotted to it under its Act and in no case beyond the territory of the state of its location”. A university set up under a Central Act follows the territory allotted by its Act. Territorial limits do not apply to online programmes.
In practice, a state open university’s distance MBA is mainly for people living in that state. IGNOU, set up under a Central Act, says on its programme page that its MBA is offered across India and in selected countries outside India.
Equivalence and the certificate
Regulation 22 treats degrees earned through ODL or online mode from recognised institutions as equivalent to conventional degrees. Regulation 16(2) requires the mode of delivery to be printed on the back of the degree and mark sheets. Both rules apply in the same way to an open university and a private university.
What does an MBA from IGNOU look like?
IGNOU offers its general MBA in two modes, and they are listed as separate programmes. Both are two-year degrees with the same eligibility, course list and fee, as checked on 3 November 2026.
The IGNOU ODL MBA page lists the programme in Open Distance Learning mode, English and Hindi medium, run by the School of Management Studies. The IGNOU online MBA page, programme code MBAOL, lists it in Online Mode, English medium, and states that MBAOL is delivered in online mode only. Learners who want ODL are told to choose the MBA on IGNOU’s ODL admission portal instead.
This matters if you are searching for an “online MBA IGNOU” option. The two are not interchangeable once you enrol, so pick the mode deliberately.
| Detail | IGNOU MBA (ODL) | IGNOU MBAOL (Online) |
|---|---|---|
| Mode | Open Distance Learning | Online |
| Medium | English and Hindi | English |
| Duration | 2 years | 2 years |
| Eligibility | Bachelor’s degree of at least 3 years with 50% marks (45% for reserved categories) | Same |
| Programme fee | ₹16,000 per semester for semesters 1, 2 and 4; ₹18,000 for semester 3 | Same |
| Extra fees | Registration fee and development fee “as applicable” | Same |
| Semester 3 | Includes an 8-credit project | Same |
IGNOU MBA fees: the full calculation
IGNOU’s programme pages give the semester fees but do not put a number on the registration and development fees. IGNOU’s July 2025 common prospectus listed a registration fee of ₹300 and a university development fee of ₹400, both paid at admission.
By our calculation, the programme fee comes to ₹66,000 over four semesters (₹16,000 × 3 plus ₹18,000). If the July 2025 registration and development fees still apply, the total is ₹66,700, also our calculation. Confirm both figures on the admission portal on the day you apply, because the prospectus belongs to an earlier cycle.
What you study in IGNOU’s MBA
The ODL programme page lists seven courses in each semester. Semester 1 and 2 cover management functions, human resource management, business environment, accounting, quantitative analysis, marketing, business communication, information systems, managerial economics, strategic management, business laws and financial management. Semester 3 includes research methodology, international business and the project course. Semester 4 covers advanced strategic management, entrepreneurship, total quality management and business ethics, plus specialisation courses.
The July 2025 prospectus says the MBA has 28 courses and 116 credits, offers specialisations in human resource, financial, operations, marketing and services management, and has a January and a July session, with a minimum duration of two years and a maximum of four. It also describes an exit option: a learner who completes the first two semesters (56 credits) can request a Post Graduate Diploma in Management.
IGNOU’s admission portal also lists separate MBA programmes such as Banking and Finance, Agribusiness Management, Construction Management, Health Care and Hospital Management, and Logistics and Supply Chain Management. Check each programme page for its own eligibility and fees.
IGNOU’s standing
IGNOU’s own website states it was accredited with an A++ grade by NAAC “for the period 2021-26”, as shown on IGNOU's NAAC page. That cycle is ending, so ask IGNOU for its current accreditation status when you apply. In the NIRF 2025 open university ranking, IGNOU is ranked first; it also ranked first in 2024.
What about an MBA from a state open university?
A state open university’s MBA is usually the lowest-cost route for people who live in that state, but what each one offers, and in which mode, varies widely. Here is what the official documents we checked on 3 November 2026 show.
Which state open universities are listed for an online MBA in 2026-27?
The UGC-DEB publishes separate lists for online programmes. On the 2026-27 entitled universities list, two state open universities include a Master of Business Administration:
- Karnataka State Open University (row 43), with 10 online programmes including an MBA.
- Pt. Sundarlal Sharma (Open) University, Chhattisgarh (row 9), with 12 online programmes including an MBA.
On the 2026-27 recognised universities list, two more appear with an MBA, each with a recognition period starting from the session beginning August 2026:
- Yashwantrao Chavan Maharashtra Open University (row 14), with four online programmes: BCA, MBA, BCom and MCA. This is the row to check if you are considering an MBA from YCMOU in online mode.
- Dr. B.R. Ambedkar Open University, Telangana (row 18), listing a Master of Business Administration (General) alongside an MA in Telugu, two BCom programmes and an MCom. The programme count printed in that row says four while five programmes are listed, so ask the university to confirm. BRAOU’s homepage also says its first phase of online programmes includes an MBA.
Dr. Babasaheb Ambedkar Open University in Gujarat is on the entitled list with 10 online programmes, including a BCA and an MCA, but we did not find an MBA in its row.
These lists are scanned PDFs, and our reading is as checked on 3 November 2026. Open the list yourself and read the exact row before you apply.
What about state open university MBAs in distance mode?
This is where you need the most care. The 2026-27 ODL list published by UGC-DEB in September 2026 names 30 institutions, and the only open university on it is Dr. Babasaheb Ambedkar Open University, with no MBA in its row. IGNOU is not on that document either, which tells you it is not a complete register of every distance programme in India.
So if a state open university offers you a distance MBA, do not rely on the absence or presence of a name in one PDF. Ask the university for its UGC-DEB recognition letter covering that programme, that mode and your admission session, and check it against the UGC-DEB website. Our guide to the UGC approved distance MBA walks through those checks step by step.
Fees at state open universities
State open university fees are generally low, but we could not confirm a current 2026-27 MBA fee for KSOU, YCMOU, BRAOU or NSOU from an official page we could verify, so we do not quote one here. Fee figures on aggregator websites for these universities disagree with each other, sometimes by tens of thousands of rupees. Take the fee only from the university’s current prospectus or admission notice.
Rankings among open universities
NIRF has a separate Open University category. In NIRF 2025, the three ranked institutions are IGNOU (1), Karnataka State Open University (2) and U.P. Rajarshi Tandon Open University (3). In the NIRF 2024 open university ranking, the three were IGNOU, Netaji Subhas Open University and Dr. Babasaheb Ambedkar Open University. NIRF 2026 had not been published when we checked on 3 November 2026.
Treat these ranks with care. They compare open universities with each other, not with private universities, and they rank the university, not the MBA. Our explainer on online MBA rankings covers what NIRF does and does not tell you.
How is an online MBA from a private or deemed university different?
An online MBA from a private or deemed university comes from a dual mode university that also teaches on campus, and it is delivered fully over the internet through a learning platform. The UGC rules on equivalence, minimum duration and the DEB-ID are the same. What changes is the institution, the fee and usually the teaching format.
Private and deemed universities offering online MBAs need either entitlement (based on a NAAC score of 3.26 or more, or a NIRF top-100 University rank in two of three cycles) or programme-wise recognition from the UGC. Our guide to the UGC approved online MBA explains how to check this on the current list.
Here are three official fee figures, re-checked on 3 November 2026, from universities whose online MBA appears on the 2026-27 lists:
| University | Status on 2026-27 list | Official fee as checked | Source |
|---|---|---|---|
| ARKA JAIN University | Recognised (MBA General) | ₹25,000 per semester; registration ₹2,500; exam fee ₹3,000 per year | ARKA JAIN online MBA |
| Manipal University Jaipur | Entitled | ₹46,000 per semester; ₹1,84,000 course fee | onlinemanipal.com MUJ online MBA page |
| Amity University Uttar Pradesh | Entitled | ₹56,300 per semester; ₹2,25,000 programme fee | Amity online MBA |
By our calculation, ARKA JAIN’s listed fees add up to ₹1,08,500 over two years (₹1,00,000 tuition, ₹2,500 registration and ₹6,000 in exam fees). Universities run discounts and scholarships that change often, so treat the list price as your baseline. Our full comparison of online MBA fees in India covers more universities and their extra charges. You can also read about Manipal University Jaipur, Amity University Online and ARKA JAIN University on our university pages.
Open university MBA vs online MBA: side-by-side comparison
Here is how the two routes compare. Regulatory points come from the 2020 regulations; fees are from the official pages cited above, as checked on 3 November 2026.
| Point | MBA from an open university | Online MBA from a private or deemed university |
|---|---|---|
| Type of institution | Teaches only in ODL or online mode; no campus degrees | Dual mode university with campus programmes too |
| Legal basis examples | IGNOU: Act of Parliament, 1985; state open universities: State Acts | State private university Acts, or deemed status under the UGC Act |
| Modes on offer | ODL, and in some cases online (IGNOU offers both) | Online (some also run ODL) |
| Where you can study from | ODL: state open universities only within their state; online: no territorial limit | Online: no territorial limit |
| Typical teaching style | Self-learning material, counselling sessions, assignments; online versions add a learning platform | Learning platform with recorded lectures and scheduled live sessions |
| Exams | ODL: term-end exams at centres; online: as the university specifies | Online proctored or technology-enabled exams, as the university specifies |
| Example fee | IGNOU: ₹66,000 programme fee over two years (our calculation) | ₹25,000 to ₹56,300 per semester at the three universities above |
| Duration | Minimum 2 years | Minimum 2 years |
| Equivalence | Equivalent under Regulation 22 if recognised | Equivalent under Regulation 22 if entitled or recognised |
| Mode on certificate | Printed on the back of the degree | Printed on the back of the degree |
| Ranking signal | NIRF Open University category | NIRF University and Management categories |
The fee gap is the headline difference. IGNOU’s two-year programme fee, ₹66,000 by our calculation, is only a little more than one semester at Amity’s listed rate. What you pay for at the higher end is mainly the format: a learning platform with scheduled live sessions, which you should confirm on each university’s programme page. Whether that is worth it depends on how you learn.
If you have already read our comparison of online MBA vs distance MBA, note that this is a different question. That guide compares two modes. This one compares two kinds of university, and an open university can itself offer either mode.
Is an MBA from an open university valid for jobs and higher studies?
Yes, provided the programme is recognised for your mode and admission session. Regulation 22 of the 2020 regulations treats ODL and online degrees from recognised universities as equivalent to conventional degrees, and that applies to open universities as much as to private ones.
Three practical points follow from that:
- The mode is printed on your degree. Regulation 16(2) requires every degree and mark sheet to show the mode of delivery on the back, so an employer can see it.
- Employers can set their own criteria. For a government job, the eligibility clause in that specific recruitment notice decides.
- The listing is session-wise. A university recognised for one session is not automatically recognised for every later one, so check the session you are joining.
The UGC’s student precautions notice lists the checks it expects every learner to make before taking admission in ODL or online mode.
Who should choose an open university MBA, and who should choose an online MBA?
Choose based on budget, location and how much structure you need. A low fee is only a saving if you finish the degree.
| Your situation | Route that usually fits | Why |
|---|---|---|
| You need the lowest fee and study well on your own | IGNOU MBA (ODL or online) | Programme fee of ₹66,000 over two years by our calculation |
| You prefer to study in Hindi | IGNOU MBA in ODL mode | The ODL programme lists English and Hindi; MBAOL lists English only |
| You live in Karnataka, Maharashtra, Telangana or Chhattisgarh and want your state university | That state’s open university, after checking its listing | Familiar regional centres and low fees |
| You live outside the state of a state open university | IGNOU, a state open university’s online MBA, or a private online MBA | State open university ODL stays within its state |
| You want scheduled live classes and a fixed weekly rhythm | Online MBA from a private or deemed university | Ask each university for its live session timetable before you enrol |
| You need a specific specialisation, such as digital marketing or business analytics | Online MBA from a private or deemed university, or a specialised IGNOU MBA | Compare the specialisation list on each official page |
| You work full time with an unpredictable schedule | Either, after checking exam and session rules | Our guide to the online MBA for working professionals covers what to check |
A useful test: write down how many hours a week you can study, and whether you have completed self-paced courses before. If self-study has not worked for you in the past, a cheaper programme with less structure can cost more in the end, in time and in re-exam fees.
For a wider view of the options, including full-time, executive and part-time MBAs, see our guide to the types of MBA in India.
Red flags when someone sells you an open university MBA
Most problems come from middlemen, not from the open universities themselves. Watch for these:
| Red flag | Why it matters | What to ask |
|---|---|---|
| A “study centre” or agent that collects fees on the university’s behalf | UGC bars franchise arrangements with private providers | Can I pay directly on the university’s own portal? |
| A state open university’s distance MBA offered far outside its state | State Act universities run ODL only within their state | Is this the online programme, and where is it listed? |
| An MBA promised in one year | The 2014 Specification of Degrees sets a two-year minimum | What exact award will I receive, and when? |
| Confusion between Indian and UK “Open University” | They are different institutions under different rules | What is the university’s full legal name? |
| Fees quoted only on an aggregator website | Aggregator figures for open universities often disagree | Show me the official prospectus or fee notice |
| Mixing up the two Ambedkar Open Universities | BRAOU (Telangana) and BAOU (Gujarat) have different listings | Which university’s row covers my MBA? |
| No mention of NAAC or recognition for your session | Open universities must obtain NAAC accreditation under the regulations | What is the current grade and recognition period? |
The UGC’s public notice on franchising explains why admission through franchise arrangements is not allowed.
How to check an open university MBA before you apply
Checking takes about fifteen minutes, and it is worth doing before you pay anything. Here is the order we follow.
- Decide the mode: ODL or online. At IGNOU, these are separate programmes with separate portals.
- Confirm the university’s full legal name, especially for the two Ambedkar Open Universities.
- For an online MBA, open the 2026-27 entitled and recognised lists on the UGC-DEB website and find the university’s row. Confirm the MBA appears and that the recognition period covers your session.
- For a distance MBA, ask the university for its UGC-DEB recognition letter covering the MBA in ODL mode for your session, and check it on the UGC-DEB website.
- If you live in another state, confirm that a state open university’s programme is actually open to you in that mode.
- Take the fee from the official programme page or prospectus, and add registration, development and exam fees.
- Check the current NAAC grade and its validity on the university’s own website.
- Create your DEB-ID through your ABC ID before final admission. The UGC made it mandatory for every ODL and online learner from the session that began in October 2024, as set out in its DEB-ID procedure notice.
The ABC ID and DEB-ID steps are the same whichever university you choose. Our guide to the online MBA admission process explains them in detail.
Choosing between an open university and a private online MBA is easier with someone who reads these lists every week. If you would like a second opinion on your shortlist, our admission advisors can check the listing, mode and current official fees with you before you commit.
How GetOnlineDegree.in Helps
We help you compare online MBAs from the universities we work with, using their official fee pages and the current UGC-DEB lists. If you are weighing an open university MBA against a private online MBA, we can lay out the listed fees, modes and recognition status side by side so you can see the real difference.
If an open university such as IGNOU suits your budget and study style better, we will tell you so and point you to its official portal. We do not promise placements or outcomes, and we encourage you to confirm every fee and listing with the university in writing.
Conclusion
An MBA from an open university and an online MBA from a private or deemed university can both lead to a valid two-year degree. The difference lies in the institution. An open university teaches only through distance or online mode, is set up under a central or state Act, and follows specific UGC rules on NAAC accreditation and territory. A private or deemed university also teaches on campus and runs its online MBA through a separate centre.
IGNOU stands out on cost, with a programme fee of ₹66,000 over two years by our calculation, and it offers both ODL and online versions. State open universities such as KSOU, YCMOU and BRAOU appear on the 2026-27 online lists with an MBA, but check their fees and modes on official documents. Private online MBAs cost more and usually offer more structure. Decide on budget, location and study habits, then verify the listing for your session before you pay.
FAQs
Is an MBA from an open university valid in India?
Yes, if the university is recognised for that MBA in your mode and admission session. Regulation 22 of the UGC’s 2020 regulations treats degrees earned through ODL or online mode from recognised universities as equivalent to conventional degrees. The mode is printed on the back of the degree. For government jobs, read the eligibility clause in the specific recruitment notice.
What is the IGNOU MBA fee in 2026?
IGNOU’s programme pages list ₹16,000 per semester for semesters 1, 2 and 4 and ₹18,000 for semester 3, plus registration and development fees, as checked on 3 November 2026. That is ₹66,000 in programme fees by our calculation. The July 2025 prospectus listed ₹300 registration and ₹400 development fees. The ODL and online versions list the same fee.
Is IGNOU’s online MBA different from its distance MBA?
Yes. IGNOU lists them as separate programmes. The MBA in Open Distance Learning mode is offered in English and Hindi through the ODL admission portal. The MBAOL is delivered only in online mode, in English. Both are two-year programmes with the same eligibility, course list and fee, so choose the mode before you apply.
Which is the best open university for an MBA?
There is no single answer, because fit depends on your state, mode and budget. In NIRF 2025’s Open University category, IGNOU ranks first, Karnataka State Open University second and U.P. Rajarshi Tandon Open University third. These ranks compare universities, not MBA programmes. Check the MBA’s listing and fees for your session before deciding.
Can I do a state open university MBA from another state?
Usually not in distance mode. The UGC’s 2020 regulations limit universities set up under a State Act to running ODL programmes within their own state. Territorial limits do not apply to online programmes, so a state open university’s online MBA, such as those listed for KSOU or YCMOU in 2026-27, can be an option. Confirm with the university.
