Quick Answer

No, not for new admissions. UGC has decided that no university may offer Psychology as a specialisation in distance (ODL) or online mode, and the UGC-DEB lists for the 2026-27 sessions name no psychology programme at all. Becoming a clinical psychologist also needs separate, full-time training recognised by the Rehabilitation Council of India (RCI).

Key Highlights

  • MA psychology distance education is closed to new learners: UGC’s Commission decided in its 592nd meeting on 23 July 2025 that no institution may offer allied and healthcare programmes under the NCAHP Act, 2021, “including Psychology as specialization”, in ODL or online mode.
  • We searched the 2026-27 UGC-DEB online entitled, online recognised and ODL lists on 6 November 2026 and found no programme with “psychology” in its name, at any university.
  • None of the nine partner universities we track (Amity, MUJ, SMU, LPU, CU, NMIMS, UPES, GLA and ARKA JAIN) showed an online MA Psychology on its official site on 6 November 2026.
  • RCI lists its clinical psychology courses only under “Regular Mode”; its distance-mode list contains special education B.Ed and M.Ed courses only.
  • The Mental Healthcare Act, 2017 defines a “clinical psychologist” by RCI-recognised qualifications, so an MA Psychology alone, in any mode, does not make you one.

Can you still do MA Psychology through distance education in India?

You cannot start a new UGC-recognised MA Psychology in distance or online mode for the current sessions. The barrier is not the old list of prohibited programmes, which never named psychology. It is a later UGC decision that brings psychology under the healthcare and allied disciplines covered by the NCAHP Act, 2021.

This matters because many pages that rank for this search still list universities, fees and admission dates for an online or distance MA in Psychology as if nothing has changed. Some of those pages were written before the decision; others simply have not been updated. If you act on them, you risk paying for a programme that the regulator’s own lists do not show.

Here is the sequence of official documents, in the order they appeared:

DateDocumentWhat it says about psychology
4 September 2020UGC 2020 ODL and Online Regulations, Regulation 2(z)Psychology is not in the list of prohibited disciplines
23 July 2025592nd meeting of the Commission (reported in later notices)Decided that no HEI may offer allied and healthcare programmes covered by the NCAHP Act, 2021, “including Psychology as specialization”, in ODL or online mode
September 2025UGC public notice on precautions, F. No. 1-11/2025 (DEB-NER)Repeats the decision under “Caution against admission in prohibited programmes”, from the July-August 2025 session onwards
September 2026UGC-DEB lists for 2026-27 (online entitled, online recognised, ODL)No programme with “psychology” in its name, as we checked on 6 November 2026
As checked 6 November 2026UGC-DEB instructions pageRepeats the decision, with the start given as “the academic session August, 2026 and onwards” in one place

Notice the date difference in the last two rows. The September 2025 notice says the bar applies from the July-August 2025 session; one passage on the DEB instructions page says August 2026. For anyone reading this in late 2026, both dates point the same way: the sessions now open for admission do not allow psychology in distance or online mode, and the 2026-27 lists show none.

What exactly did UGC decide about psychology in ODL and online mode?

UGC decided that psychology, as a specialisation, cannot be offered through distance or online learning by any higher education institution. The wording in the September 2025 public notice reads: the Commission “decided that no HEI shall be permitted to offer any allied and healthcare programmes covered in NCAHP Act, 2021, including Psychology as specialization under ODL/ Online mode, from the academic session July-August, 2025 and onwards.”

Three details in that sentence are worth reading slowly.

  1. “No HEI”. The decision is not limited to private universities or to online-only providers. It applies to every higher education institution offering ODL or online programmes, which includes open universities and dual-mode universities.
  2. “Psychology as specialization”. This covers the degree name you are searching for. An MA in Psychology, an MSc in Psychology and, by the same logic, other degrees where psychology is the specialisation fall inside it. The notice does not list programme titles one by one, so if you see any psychology-named programme advertised in distance or online mode, ask the university for the UGC-DEB list entry that permits it.
  3. “ODL/ Online mode”. Both modes are covered. Distance education and online learning are separate modes with separate UGC-DEB lists, but this bar applies to both.

Is psychology one of the Regulation 2(z) prohibited programmes?

Not by name. Regulation 2(z)(a) of the 2020 regulations lists “the programmes in the disciplines (including their allied domains) of Engineering, Medical, Physiotherapy, Occupational Therapy and other Para-Medical disciplines, Pharmacy, Nursing, Dental, Architecture, Law, Agriculture, Horticulture, Hotel Management, Catering Technology, Culinary Sciences, Aircraft Maintenance, Visual Arts and Sports”. Psychology is not in that list.

Regulation 2(z) also has a clause for programmes that a statutory or regulatory body does not permit in these modes, and UGC’s later notices add more items. The September 2025 notice lists Aviation among the prohibited disciplines, says Yoga and Tourism and Hospitality Management programmes are not permitted in online mode, and says “M.Phil and Ph.D. programmes in all disciplines through Open and Distance Learning and Online mode are also not permitted.” The psychology decision sits in a separate clause (6(b)) of the same notice.

What about practicals?

Regulation 4(C)(ii) of the 2020 regulations says practical components are not permitted in online mode, “except in cases where practical component is limited to programming and coding including software tools”. Most MA Psychology syllabi in regular mode include practical papers such as psychological testing. That rule existed before the 2025 decision. The 2025 decision now goes further and takes the whole specialisation out of both modes.

Which universities list MA Psychology on the 2026-27 UGC-DEB lists?

None. We downloaded the three lists for the academic year 2026-27 (August 2026 session) from the UGC-DEB website and searched every page for “psychology”, along with fragments such as “psych”, “counsel”, “clinical” and “behaviour”, on 6 November 2026.

ODL (distance) programmesNo psychology programme. Master of Arts entries cover English, Economics, History, Sociology, Philosophy and other subjects2026-27 ODL list

We also read the page images for the partner rows, because some UGC-DEB files are scans. For example, Lovely Professional University’s row lists 13 online programmes, including MA History, Political Science, Sociology and English, and no psychology. Amity University Rajasthan’s row lists MA Journalism and Mass Communication and MA English. Amity University Uttar Pradesh’s row includes a BA combining Political Science, Economics, English and Sociology, again without psychology.

The UGC-DEB lists are the official record of which universities may run which programmes in each mode for each session. Our guide to UGC approved online degrees shows how to find a university’s row and read it, and the same method works for any subject. For distance programmes, the UGC approved distance guide explains the separate ODL list and its territory rules.

Do partner universities still offer an online MA Psychology?

No. On 6 November 2026, none of the nine universities we track showed an online MA Psychology on its official programme pages.

The Manipal programmes are listed on the Online Manipal “online masters” page, which blocks automated link checks, so we have not linked it; our profiles of Manipal University Jaipur and Sikkim Manipal University cover their programme ranges. You can also see the current arts range at LPU Online and Amity University Online.

So if a third-party page still shows a fee for an online MA Psychology at one of these universities, treat it as out of date. We are not quoting any psychology fee in this article, because no partner publishes one for a current intake.

What if you are already enrolled, or already hold a distance MA Psychology?

The notices we read speak about offering programmes from a given session onwards. We did not find, in those notices, a statement that degrees awarded to earlier batches are withdrawn. That is as far as the official text goes, and we will not read more into it.

Two parts of the 2020 framework are relevant to earlier learners:

  • Equivalence. Regulation 22 says degrees awarded through ODL or online mode by institutions recognised under the regulations are treated as equivalent to the same degrees in conventional mode. The September 2025 notice repeats this under “Equivalence of qualification”.
  • Admission during a recognition period. The same notice says an admission taken in a recognised programme during the recognition period “stands recognised till the completion of programme, even if the Higher Educational Institution does not have recognition for further years”, subject to territorial and other conditions. That sentence is written about an institution losing recognition, not about a subject being withdrawn, so do not assume it settles your case.

If you are mid-programme or recently graduated, do three things. Keep your admission letter, fee receipts, DEB-ID and mark sheets together. Find your university and programme on the UGC-DEB list for your own admission session and save a copy. Then write to the university asking, in writing, how your programme will be completed and how the mode will be printed on your degree. Our article on whether an online degree is valid for jobs, government exams and further study explains how employers and universities check these documents.

What does an MA Psychology qualify you for, and what does it not?

An MA Psychology is an academic master’s degree. It can support teaching, research and roles in organisations, but on its own it does not make you a clinical psychologist under Indian law. That line is drawn by the RCI Act, 1992 and the Mental Healthcare Act, 2017, not by the mode of study.

What do the laws say about the title “clinical psychologist”?

The RCI Act, 1992 lists “clinical psychologists” among “rehabilitation professionals” in Section 2(n). Section 13(2) then says that no person, other than a rehabilitation professional who possesses a recognised rehabilitation qualification and is enrolled on the Register, shall hold office as a rehabilitation professional in government or in an institution maintained by a local or other authority, practise as a rehabilitation professional anywhere in India, sign certificates that a law requires a rehabilitation professional to sign, or give expert evidence on such matters in court.

The Mental Healthcare Act, 2017, Section 2(1)(g), defines a “clinical psychologist” as a person having a recognised qualification in Clinical Psychology from an institution approved and recognised by RCI, or a postgraduate degree in Psychology, Clinical Psychology or Applied Psychology plus an M.Phil in Clinical Psychology or Medical and Social Psychology “obtained after completion of a full time course of two years which includes supervised clinical training”, from a UGC-recognised university approved and recognised by RCI, or such recognised qualifications as may be prescribed.

Both definitions depend on RCI-recognised professional training on top of, or instead of, a general master’s degree.

Which RCI courses lead to clinical psychology registration?

RCI’s regular mode courses page lists five programmes “In the field of Clinical Psychology”, as checked on 6 November 2026:

RCI courseDuration on the RCI pageEntry requirement in RCI’s own guidelines
M.Phil (Clinical Psychology)2 yearsA 2-year M.A./M.Sc. in Psychology from a UGC-recognised university with at least 55% (50% for SC/ST)
Professional Diploma in Clinical Psychology (P.D. Cl.Psy.)1 yearM.A./M.Sc. in Psychology (or counselling, clinical or applied psychology) from a UGC-recognised university with at least 55% (50% for SC/ST/OBC)
Psy.D in Clinical Psychology4 yearsSet out in RCI’s Psy.D guidelines
Bachelor in Clinical Psychology (B.Clin.Psy.)4 yearsCurriculum effective 2024-25
Master in Clinical Psychology (M.Clin.Psy.)2 yearsA 4-year B.A./B.Sc. in Psychology with at least 55% (50% for SC/ST), or a 3-year psychology graduate who has passed a fourth-year bridge course or the first year of a master’s in psychology with at least 55%

A few points from RCI’s guideline documents themselves:

  • The M.Clin.Psy. guidelines say UGC mandated discontinuing M.Phil programmes, including the M.Phil in Clinical Psychology, which “necessitated” a master’s programme in its place. Both the M.Phil and the M.Clin.Psy. guidelines describe the programme as “a fulltime clinical training course”, with admission through a written test and interview.
  • The B.Clin.Psy. guidelines say the course “will not be, in any case, run in virtual/online/distance mode”, and that graduates get licensure under RCI as “Clinical Assistant (Clinical Psychology)”, a separate CRR category from Clinical Psychologist.
  • The Professional Diploma guidelines describe “one-year fulltime face-to-face training”, after which candidates may be considered for specialist posts as Associate Clinical Psychologist (not for faculty appointments in clinical psychology teaching and training).

RCI’s distance mode courses page, on the same date, listed eight courses only: B.Ed. and M.Ed. in Special Education in four disability areas each. No clinical psychology course appears there.

So the search phrase “clinical psychology masters online” does not match any RCI-recognised route we could find. The training is clinical, supervised and full time by RCI’s own description.

Does a distance MA count for RCI course admission?

RCI’s guidelines ask for an M.A. or M.Sc. in Psychology “from a university recognized by the UGC” (or a UGC-recognised university), with minimum marks. They do not say, in the documents we read, whether a degree earned in distance or online mode meets that requirement. Institutions running M.Phil, Professional Diploma or M.Clin.Psy. programmes set their own admission processes within RCI norms. If you hold, or are completing, a distance MA Psychology, ask the specific RCI-recognised institution in writing whether it accepts your degree before you apply, and check directly with RCI if the answer is unclear.

What can you do with an MA Psychology without RCI registration?

Plenty, as long as the role does not require you to hold office or practise as a rehabilitation professional. We describe these neutrally; we do not quote salaries, because no official dataset covers them.

AreaTypical kinds of work for an MA Psychology graduateWhat to check
Teaching and academiaTeaching psychology at school or college level, subject to each employer’s own eligibility rulesTeacher eligibility rules for the post and state you apply in
ResearchResearch assistant or associate roles in universities, NGOs, survey and policy organisations; data collection and analysisWhether the funder or university requires a regular-mode degree
Doctoral studyApplying for a PhD in psychology at a universityEach university’s PhD admission rules; PhD itself cannot be done in ODL or online mode under UGC notices
HR and organisational workRecruitment, assessment centres, training and development, employee engagement, organisational developmentWhether the role uses psychometric tools that need separate certification
Counselling-adjacent workWellbeing programmes in schools, colleges, NGOs and workplaces; helpline support under supervision; awareness and outreachWhether the role involves assessment or treatment of mental illness, which falls in clinical territory
User and market researchConsumer research, user experience research, survey designPortfolio and research methods skills matter more than the degree title

On the “counselling” point, be careful. The RCI Act and the Mental Healthcare Act define who is a clinical psychologist; the documents we read do not set out a separate licensing scheme for the word “counsellor”. Employers, schools and hospitals set their own requirements, and some ask for RCI registration even for roles not titled clinical psychologist. If a role description mentions diagnosis, psychological assessment for legal or disability certificates, or therapy for mental illness, check with RCI before assuming an MA alone is enough.

What are the realistic options now?

If you want a master’s in psychology from a UGC-recognised university, the realistic route is regular mode. If you need a flexible online degree for your career and psychology was only one of your interests, an adjacent online MA or MBA may serve you better. Here is how the main routes compare.

Your goalRoute that fits the current rulesWhat it gives you
Become a clinical psychologistRegular-mode psychology degree, then an RCI-recognised M.Clin.Psy., M.Phil (where still run) or Professional DiplomaA path to RCI registration in the clinical psychology category
Master’s in psychology for teaching or researchRegular-mode MA or MSc Psychology at a UGC-recognised universityAn academic master’s in the subject
Flexible degree while working, with people and behaviour contentAn online MA in a listed subject such as Sociology, or an online MBA with an HR specialisationA UGC-DEB listed online degree, though not in psychology
Short skill building in counselling or psychology topicsA certificate course from a recognised institutionA skill credential, not a degree and not a licence

On the last row, keep the difference between a certificate and a degree clear. A certificate can teach useful skills, but it is not a master’s degree and it does not replace RCI training. Our explainer on certificate vs degree covers the same distinction for management programmes, and the logic carries over.

If an adjacent online MA interests you, LPU Online’s MA Sociology programme appears on the 2026-27 entitled list in LPU’s row, and Amity University Online lists an MA in Public Policy on its site. Chandigarh University offers an online MA Economics. We name these as examples of subjects that are still permitted online, not as substitutes for psychology.

How do online and distance psychology rules differ from other subjects?

For most subjects, online and distance mode differ in delivery, exams and territory. For psychology right now, they do not differ at all: both are closed to new learners.

PointOnline modeDistance (ODL) mode
UGC-DEB listOnline entitled and online recognised listsSeparate ODL list
TeachingLive and recorded sessions through an LMSPrinted or digital study material with contact programmes
TerritoryNo territorial limitState and private universities limited to their state; private universities only from headquarters and recognised off-campus centres
Psychology as a specialisation, 2026-27Not permitted; not on the listsNot permitted; not on the lists

Our comparison of online vs distance programmes explains the delivery, exam and territory differences in detail for subjects where both modes remain open.

How do you spot an outdated or misleading psychology admission offer?

Check the regulator’s documents, not the advertisement. A genuine online or distance programme must appear, by name, on the UGC-DEB list for your admission session.

  1. Ask for the UGC-DEB list entry. Ask the provider for the exact list, session and row that names their psychology programme. For 2026-27, we found none.
  2. Check the mode. Some sellers describe a programme as “distance”, “online”, “flexible” or “weekend” without saying which. Ask which mode will be printed on your degree, because Regulation 16(2) requires the mode of delivery on the back of every degree, certificate and mark sheet.
  3. Watch for franchise arrangements. Regulation 4(C)(vi) does not permit universities to offer programmes through franchise arrangements with private service providers. Admission should go through the university itself.
  4. Create your DEB-ID. Every learner in ODL or online mode needs a DEB-ID, generated through the UGC-DEB student portal using an ABC ID. If a provider says you do not need one, that is a warning sign.
  5. Check RCI claims separately. If an offer promises that the programme makes you a “licensed” or “registered” psychologist, look for the institution and course on RCI’s own pages. Registered professionals can be searched in the RCI CRR register.
  6. Check the date on the page. Many listings with psychology fees were written before the 2025 decision. If a page does not show when it was last checked, assume it may be stale.

If you are unsure whether a programme in any subject is genuinely listed, our guide to online universities in India walks through the 2026-27 lists state by state.

Will psychology return to online and distance mode?

We cannot say. We found no official UGC or UGC-DEB notice, as of 6 November 2026, reversing or relaxing the decision. Decisions of this kind can change through a later Commission meeting or a notice, so check the UGC-DEB notices page and the instructions page before the next admission cycle rather than relying on any article, including this one.

If you plan to wait, use the time well. Many learners who wanted a distance MA Psychology are working, have family commitments, or live far from a university with a regular psychology department. Ask the regular-mode departments near you about class timings and attendance rules, because the UGC-DEB lists do not cover regular programmes, and keep checking the DEB notices for any change.

If you are weighing a regular psychology master’s against a flexible online degree in another subject, talk to an admission advisor with your graduation subject, marks and career goal ready. The right answer depends far more on whether you want clinical practice, research, teaching or organisational work than on the mode.

How GetOnlineDegree.in Helps

We check online and distance programmes against the UGC-DEB lists and the universities’ official pages, and we say so plainly when a programme is no longer permitted, as with psychology. If you came here looking for a distance or online MA Psychology, we can help you confirm the current position for your admission session, compare listed online MA and MBA programmes at our partner universities if a flexible degree in another subject suits your goals, and point you to the official RCI pages for the clinical route. We do not offer psychology admissions in distance or online mode, and we do not promise registration, licences or jobs.

Conclusion

MA psychology distance education, along with the online version, is closed to new learners in India for the current sessions. UGC’s Commission decided in July 2025 that no institution may offer psychology as a specialisation in ODL or online mode, the September 2025 notice repeated it, and the 2026-27 UGC-DEB lists name no psychology programme. None of our nine partner universities shows one.

Separately, the title “clinical psychologist” depends on RCI-recognised, full-time clinical training under the RCI Act and the Mental Healthcare Act, whatever mode your MA was in. If you want clinical practice, plan for a regular-mode route into an RCI programme. If you want a flexible degree while working, choose a subject that is still listed, and check every claim against the regulator’s own documents before you pay.

FAQs

Is MA Psychology through distance education valid in 2026?

New admissions are not permitted. UGC’s Commission decided on 23 July 2025 that no institution may offer psychology as a specialisation in ODL or online mode, and the 2026-27 UGC-DEB lists show no psychology programme. If you enrolled earlier, keep your admission records and ask your university in writing how your degree will be completed and printed.

Can I do an MA in Psychology online from Amity, LPU or Manipal?

Not as of 6 November 2026. None of Amity, Manipal University Jaipur, Sikkim Manipal, LPU, Chandigarh University, NMIMS, UPES, GLA or ARKA JAIN showed an online MA Psychology on its official site, and none has psychology in its row on the 2026-27 UGC-DEB online lists. Their online MA options are in subjects such as English, Sociology and Economics.

Is MSc Psychology online or distance also stopped?

Yes. The UGC decision covers “Psychology as specialization” in ODL and online mode, not only the MA. We found no psychology programme of any degree type on the 2026-27 online entitled, online recognised or ODL lists. If a provider advertises an MSc Psychology in either mode, ask for the exact UGC-DEB list entry before paying anything.

Can I become a clinical psychologist with an MA Psychology?

Not with the MA alone. The Mental Healthcare Act, 2017 defines a clinical psychologist through RCI-recognised clinical psychology qualifications, and the RCI Act, 1992 restricts practice as a rehabilitation professional to people on RCI’s Register. RCI lists its clinical psychology courses, such as the M.Clin.Psy. and Professional Diploma, under regular mode as full-time clinical training.

Does RCI accept a distance MA Psychology for M.Phil or Professional Diploma admission?

RCI’s guidelines ask for an M.A. or M.Sc. in Psychology from a UGC-recognised university with at least 55% marks (lower for reserved categories). The documents we read do not say whether a distance or online degree qualifies. Ask the RCI-recognised institution in writing before applying, and confirm with RCI directly if the answer is unclear.
